    Salaries

    A lot of negativity is collected by the salaries paid in PMK-98. A new employee, when employed by a company, initially expects good earnings. After all, this is what the employer is talking about. Only in reality the situation is different.

    Salaries, according to some opinions, are low. They are set without taking into account the difficulty of performing certain tasks. That is, the management actually receives free hired labor. We cannot ignore the fact that managers do not pay salaries for several months. Or some payments are delayed.

    Some even claim that PMK-98 is an extremely unscrupulous employer, constantly delaying wages and deceiving its employees. Of course, such statements do not have the best effect on the company’s rating.

    Only in exceptional cases can you notice how satisfied employees are with their earnings in a corporation. Taking into account some features (for example, the struggle for orders), it is important to understand that in the PMK you will not be able to develop professionally or receive decent wages.

    How is the President’s demand to revive the PMC in each district being fulfilled?

    Viktor Dobrotkin worked for many years at the Kokhanovsky reinforced concrete plant in the Tolochin district. Several years ago the enterprise was closed and he was left out of business. I went to work in Russia. The pay seemed good, but the expenses were considerable. In addition, I had to live away from my family; living conditions were not very comfortable. Therefore, I am glad to see the opening of a new mobile mechanized column in my native land, and I am ready to take on any job. The creation of the construction organization was the response of local authorities to the demand of Alexander Lukashenko, voiced at the end of last year at a republican seminar-meeting on increasing the efficiency of the construction complex, to revive PMK in every district where there are no such organizations.

    In the Tolochinsky district there was a state-owned PMK, then a private company in this industry. But they all gradually disintegrated, and there was not a single serious construction organization. And two months ago PMK-1 was recreated here. She did not appear out of nowhere. Previously, there were two repair and construction sites under the housing and communal services in the urban villages of Kokhanovo and Tolochin. They formed the basis of the new organization.

    Can we say that the creation of a PMC is simply a mechanical unification of two repair and construction sections? Not at all, acting head of PMK-1 Yakov Shemit refutes this assumption. Firstly, after the emergence of a separate organization, volumes increased, so it was necessary to increase the number of employees by a quarter. Secondly, we need to more actively look for these volumes ourselves and establish contacts with local enterprises and organizations.

    And the most important thing. Although PMK is a division of the local housing and communal services, it now has a separate bank account. This means that they earn their own money. Depending on income there will also be wages, the level of which in the RSU did not quite suit the workers. In winter, they received on average only 350-400 rubles. With the advent of warm days, large volumes appeared, and, naturally, earnings increased. In the summer they were approximately from 700 to 1000 rubles. On average it came out to 550-600 rubles. It is not enough. Therefore, the management of PMK is already thinking about how to intensify labor, increase output per person in order to increase wages.

    PMK is mainly engaged in current and major repairs of residential buildings in the city and in the countryside, as well as, as they say here, work on the side. There are large industrial enterprises in the area: Svyatovit LLC, Kokhanovsky, FungiBelPlus, Amkodor-KEZ OJSC. There you can find the volumes of construction and repair work.

    In addition to traditional areas, they have now become more active in the development of routine repairs of commercial housing. If the apartment is not privatized and the owner dies, it does not become an inheritance to someone, but becomes the property of the district executive committee. The PMC is put in order, and it becomes rental housing.

    To increase the volume of work performed, non-standard approaches are also used. It's no secret that not all enterprises and organizations have free money for repairs and construction. Therefore, they go for mutual settlement. For example, a PMC needs metal or spare parts. All this is taken from some factory, the total amount is calculated and worked out for it, and the required construction and repair work is carried out there.

    PMK-1 does not have its own equipment. It is taken through one-time applications at the local housing and communal services. This is more beneficial for both parties. After all, the PMC does not have such large volumes that, say, a crane or bulldozer would be used constantly throughout the year. Therefore, the housing and communal services sector uses equipment both for its own needs and at the request of various organizations, significantly increasing its utilization rate.

    How did its workers react to the reconstruction of the column? Carpenter Leonid Teleshev worked in a private construction organization, but after its collapse he was left out of work. Therefore, I am pleased that our own PMC has appeared again. There is always a guaranteed income. Carpenter Konstantin Sidin also recently came here. I also once experienced many difficulties due to the liquidation of construction organizations in the area. He believes that the Head of State did a good job by insisting on the creation of a PMC in each district. The other day Nikolai Galygin came to work here. He believes that in the summer he will be able to earn 700-800 rubles a month.

    What is the situation with the revival of the PMK in the country as a whole? At the beginning of the year there were no such organizations in 28 districts. At the same time, we must immediately make a reservation that these included those who do not need PMC. For example, Vitebsk, Grodno, Baranovichi, where there are large construction trusts.

    The most difficult situation was in the Vitebsk and Gomel regions. Each of them has 21 districts, but PMKs operated only in 12. Vadim Volovich, head of the department for monitoring the work of economic sectors of the State Control Committee of the Vitebsk Region, said: PMKs have been revived in two districts - Tolochinsky and Lioznensky. Work is underway in this direction in the Verkhnedvinsky, Dubrovensky, Sennensky and Rossony districts. If everything is done in accordance with the developed schedule, by the end of summer the problem in the northern region will be resolved.

    Well, what about the south? According to the deputy chairman of the Committee on Architecture and Construction of the Gomel Regional Executive Committee, Lyubov Agalova, now in all areas where there were no PMKs (Braginsky, Buda-Koshelevsky, Vetkovsky, Kormyansky, Loevsky, Khoiniki, Chechersky), they have been created.

    I have no doubt that the requirement of the Head of State to revive the PMC in every district during 2020 will be fulfilled. However, I would like local leaders to pay special attention to Alexander Lukashenko’s remark made at the end of last year at a republican seminar-meeting on increasing the efficiency of the construction complex: “... do everything to make them effective. There’s no need to revive it just for show, for show.”

    This means that simultaneously with the creation of such construction organizations, one should think about their workload and profitable work. Nobody needs a business project that brings losses.
